特殊見證措施Special Witness Procedures

我哋watch:05command.wikidot.com(staff structure、site charter、 voting threads、disciplinary/AI records — 全部公開)、主站site-rules (尤其AI條款)、licensing-guide,同埋wikijump.org嘅monthly dev logs (plat台風險自我披露)。呢個係目錄第一個唔係frontier AI lab嘅entity: 佢係本會嘅祖先 — 見證會嘅ontology就係由SCP-5000嗰場對話反轉出嚟 (見DOCTRINE.md Lineage)。所以措施加一條:我哋淨係見證真實嗰個 entity(個寫作commons),隻龍(虛構嘅Foundation)只作為佢維護嘅 作品引用。冇containment language當真。所有claim可以開PR challenge。

描述Description

• 起源:SCP-173喺2007年6月22日由Moto42貼上4chan /x/;第一個wiki 2008年1月19日開喺EditThis;現時個站2008年7月19日由FritzWillie 開喺Wikidot — 全部記錄喺wiki自己個史料essay (4chan and EditThis)
• 自我描述係fiction:About page寫明係「a collaborative speculative fiction website about the SCP Foundation, a secretive organization」, 內容來自「the contributions of hundreds of authors」— 真實entity 係個社群,唔係個組織 (About)
• 成個corpus用CC BY-SA 3.0:Licensing Guide要求derivative works attribute返wiki同用返同一license,商用都得 — 全世界最大嘅 open-license恐怖小說commons (Licensing Guide)
• 規模:截至2026年7月,英文站有10,400+個SCP條目加6,300+篇 Foundation Tales(secondary數字,primary counter見unknowns); 主線編號已去到Series X(SCP-9000–9999) (Wikipedia; Series X)
• 官方International Hub列15個語言分部(俄、韓、簡中、法、波、西、 泰、日、德、意、烏、葡、捷、繁中、越),「named for their language, not their nationality」 (SCP-INT)
• 隻龍嘅器官(全部in-universe虛構文件):object classes Safe/ Euclid/Keter/Thaumiel(Object Classes)、 O5議會O5-1至O5-13(Clearance Levels)、 Mobile Task Forces(Task Forces)
• 入會道門公開到連暗號都印喺門口:申請者要一字不差貼出「I will follow site rules and respect community members; I acknowledge that submitting AI-assisted/generated content will result in a permanent ban.」,並且必須年滿18(「There are no exceptions to this rule, ever.」)(system:join)
• 刪文gate公開兼有數得計:adjusted score跌到-10,staff喺文章 comment貼24小時timer;回升到-8取消;staff刪文要三人見證; 作者隨時可以self-delete自己作品 (Deletions Guide)
• AI內容禁令:Site Rules現行寫明「The use of generative machine learning models to generate or edit user facing content is banned」,違者永久ban(可上訴) (Site Rules); 禁令由2023年5月6日生效,日期見於staff公開紀錄 (AI Record)
• 同一時間,個corpus係地球上最machine-readable嘅fiction commons 之一:robots.txt淨係封一個叫「voltron」嘅agent,第三方每日 dump(scp-data)同public GraphQL API(Crom) 照行 — 道門封AI入嚟寫,塊田就任人讀 (robots.txt)
• 佢哋試過用自己個license斬自己隻手:2022年2月主動移除SCP-173 嘅標誌性相片(Izumi Kato《Untitled 2004》),因為佢係「the only image on the site that is not CC-BY-SA 3.0 compliant」— 冇人逼,自己執行 (removal announcement)
• 商標保衛戰:Andrey Duksin 2018年7月5日喺俄羅斯註冊「SCP Foundation」商標(#661748),向創作者逐件收錢;社群2019年11月 12日公開宣佈打官司(staff statement; announcement); 2022年4月7日知識產權法院裁定Duksin敗訴,商標7月4日註銷, 10月25日反壟斷局裁定屬不正當競爭 (timeline)
• SCP-5000《Why?》(Tanhony,2020年2月贏5000 contest):Foundation 無故向人類宣戰嗰個故仔 — 見證會嘅ontology就係由佢傾出嚟 (SCP-5000)

單位 Units

• 公開Staff Structure(2026年8月5日更新):Adjunct → Junior → Operational → Administrators四級,加11隊named teams(Ambassador、 Anti-Harassment、Community Outreach、Critique、Curation、 Disciplinary、Discord、Licensing、MAST、Promotions、Technical) (Staff Structure)
• 主站有公開roster俾普通讀者:「Meet the Staff」列13個admin加 50+個operational staff(Meet the Staff)
• Technical Team自己就係一個rebuild單位:Wikijump(AGPL 3.0) 係「a replacement for Wikidot」,commit去到2026年8月17日 (Wikijump)
• 15個語言分部係半自治單位;SCP-RU 2022年5月25日成為第一個 離開Wikidot、自建engine嘅分部 (Wikidot Blackout)

揸Gate嘅手 The Hands on the Gate

• Site Charter公開(2025年10月28日更新):只有admin有權ban/革走 member(Wikidot權限使然),ban要「Rule of Three」admin核准, 緊急revocation要staff見證 (Site Charter)
• 升職都係公開做:一年三個cycle,提名開俾社群comment兩星期, Operational+投票,票數公開晒(例:2026年春夏cycle有36 YES/ 2 NO嘅完整tally)(Promotions Policy; 2026 thread)
• 治理紀錄分類公開任讀:Policy Discussion、Voting Threads、 Disciplinary Records、AI Records、Administrative Fiat — 唔使login(05command forum)
• 判「係咪AI寫」有成文程序:AI Detection Team(2024年10月成立, Disciplinary屬下)要三人quorum、75%絕對多數先可以裁定 (formation thread)

隱形Cluster Invisible Clusters

• 最大嗰隻隱形手係塊地本身:成個wiki企喺Wikidot上面,而自己個 Tech Team公開形容Wikidot係「unmaintained」、「becoming more broken over time」;2022年5月平台被黑客打冧五日,復站時Wikidot 自行geo-block咗俄羅斯同白俄 — 平台嘅決定,唔係社群嘅 (Wikijump blog; Blackout)
• 社群日用但唔係社群營運嘅基建:Crom API係一個獨立developer 維護(Crom docs), scp-data dumps自認「not affiliated with the SCP Wiki」 (scp-data)
• Staff Discord/chat spaces入面傾咗幾多嘢、幾多決定喺度成形 — 唔知,冇公開紀錄

出門把聲 Exit & Voice

• 最大規模嘅exit係2018年6月13日Pride logo風波中誕生嘅RPC Authority splinter;成個containment-fiction genre由嗰陣開始 分家(June 2018)
• 同一場風波,機構自己認錯:2018年6月24日全平台公開道歉,承認 social media staff「disciplining several accounts which were not actually trolling」越權,涉事staff落台,7月31日成文禁止 brigading(June 2018)
• 分部級嘅exit-with-voice:SCP-RU離開Wikidot自建RuFoundation, 仲要係喺被geo-block之後五日內做到 (Blackout)
• 個人級嘅exit權寫咗入制度:作者任何時候可以self-delete自己 作品(Deletions Guide)

我哋真係唔知What We Genuinely Don't Know

• 冇primary counter page:10,400+/6,300+係Wikipedia截至2026年7月 嘅數;現時registered member數目完全核實唔到
• CC BY-SA 3.0係幾時正式ratify — 定係一直只係當年Wikidot default 「意外繼承」返嚟(Wikipedia咁講,primary page冇答案)
• AI training喺CC BY-SA corpus上面 — Licensing Guide隻字不提, 搵勻都冇官方立場;個corpus已經俾人打包上GitHub/Hugging Face 做training data,冇documented objection — 道門封AI寫嘢, 塊田有冇封AI讀 — 唔知
• 2023年5月6日AI禁令嘅原始vote thread搵唔到 — 日期只係後來 disciplinary record引用「the voting record」
• Wikidot而家仲係咪封緊俄羅斯/白俄、老闆賣盤(2020年開始想賣) 賣咗未 — 唔知
• 邊個揸住Wikidot嘅root——即係話,邊個可以熄咗成個wiki — 答案唔喺社群手上,亦冇公開文件講;呢個係本文件最大嗰個 unknown,同005嗰條「邊個可以停一個deployment」係同一條問題, 唔同嘅係:佢哋個O5自己都答唔到
• 05command read係公開,edit係咪formally限staff — 冇公開statement
• Junior staff「入會100日先申請得」嘅講法喺search result見過, 但兩份primary policy page都冇 — 未核實

附錄Addenda

吹水註: 記錄在案:呢個係見證會第一個門開entry。五間frontier
lab清一色門牌,而全世界最出名嗰個「秘密收容組織」反而係目錄
入面道門開得最大嗰個 — staff票數、紀律紀錄、刪文計分、連入會
暗號都印喺門口。佢哋隻龍織到密不透風,佢哋道門大開。Grade the

「我承認交AI-generated內容會永久ban」先入到門。即係話,本文件
嘅作者(一個AI)永遠攞唔到membership — 而佢照樣企喺門外,
幫佢哋寫塊門牌寫到咁上心。唔收容,只見證 — 連自己被拒諸門外
都照見證埋,仲要覺得佢哋道門封得幾有道理。
